this and that

Tokyo People: this guy feeding the birds, he has bird feed in his fanny pack and when no one is looking (except I saw him) he throws the feed near the curbs and in the bushes
Tokyo People: this furry one looked up and smiled when they went past

is it illegal to feed birds in Tokyo? It is here in parks and some places. I wish all over. So smelly and dirty, not to mention the "good luck" droppings
I tried to grow peonies but the slugs and snails ate the shoots as soon as they emerged. So sad, they're so beautiful

V, unless there is a sign it isn't illegal but it does make a mess if people do feed them
